With the computer off, press shift-control-option-power all at once. Do not press the fn key. Release, wait 5 seconds, and try to restart.

You should also try a complete reset in open firmware. If you get the open firmware prompt, type "reset-nvram", then press return. You must include the dash, no quotes. Then type "reset-all" and press return. The computer should restart at this point.

If you don't get a prompt, just a message, boot and press control- option-o-f to boot into Open Firmware, then type the above commands.

This works to revive a non-charging battery sometimes, too, as it should reset the power manager on the battery, too.

If none of this works, I'd guess a firmware problem than may or may not be correctable without a logic board replacement.
