If all the lines are properly hooked up, and all other vacuum operated systems work normally, then it could be the shutoff device itself. It seems to me I had to replace that on the '79 300TD once. This was a while back and my recollection on this is fuzzy. The one thing that I remember clearly is that if it is not installed exactly right it could lead to a serious problem.
