I think you are chasing a straw dog. If the compression is that low,
the effect of starter speed will not get it into usable range. Maybe
10%. That would take it from 220 to 242, and that is still a worn
out engine, bad valves or rusty cylinder walls. The safe route is to
assume it is a worn out engine.
Since it was sitting, the compression may or may not improve after
use. It is still safe to assume it is a shot engine.
Does the starter have good/plenty of elec pwr to it - good battery?

My mechanic says the readings are way too low to allow the engine to start
in cold temps due to worn rings. He says a new engine rates at 400, and
that 275 is the absolute limit. Any comments? BTW, the car has 300+ K
miles, has been well maintained, and hasn't been driven for the past year
due to rust issues.
