Peruse that web site to learn what can be retrieved from the vehicle computer (certain ones, looks like Bosch systems, for this particular set of products). I am sure each manufacturer has it's own ability to retrieve data (I recall with the Toyotas it took some factory people to come with a laptop/cables to do that). Perhaps a lawyer could weigh in on 4th Amendment aspects to someone just "retrieving" this data without legal authority.

*Important Information about Vehicle Coverage*

The Bosch Crash Data Retrieval Software and Hardware products support the retrieval of crash data from Airbag Control Modules (ACM), Roll-over Sensors (ROS) and Powertrain Control Modules (PCM) installed in vehicles listed in this document as indicated by the markings in the column labeled "Module".

Many vehicles listed in this document include references to manufacturer specific notes which may indicate limitations in CDR product coverage. Make sure that you read the reference notes prior to determining if a vehicle is supported.

The new CDR Software version adds support for Event Data Recorder (EDR) data retrieval from model year (MY) 2006-2011 Chrysler, Ford and General Motors (GM) vehicles. It also adds support for Windows 7 operating system, CDR log file Enable/Disable function, new CDR file format, automatic preview of CDR report after imaging and opening a file, and improved CDR vehicle interface module reprogramming status.

I think Rich's point is that if you can pay to take a class to learn how to
interpret black-box data for post-crash forensics, then ipso facto the black
box must record data useful for same.
