Those plastic throttle linkages on the OM60x engines are crap, to put it nicely, and fencing wire is probably an improvement. I doubt that's the problem. But there are lots of other important goodies in the same area of the engine that the suspect mechanic might have knocked loose or "adjusted" out of ignorance.
