They [fogs] do light up the edges of the road, but not far enough to really be good deer-spotters.
I added a set of $6 (sale) Harbor Freight driving lights to the bumper of the Frankenheap for that. They're relayed, and aimed a bit high and outside. Ideal for lighting up the high edges of the road, and the high aim is ideal for the up and down swoops near our house. Wonky auxiliary high beams is what they are. Work great as deerspotters, but truly evil in fog! Another set of $6 HF fogs hangs under the bumper for that, and really help out the rather laughable 115 euro light fogs. (OK, a big part of their problem is that the fog reflectors are nearly completely corroded.)
