I've been told that torches and concrete don't play well together - the 
concrete 
can explode if heated too fast - but a mini-butane is probably safe...

That's how I do it.  Mini butane torch in one hand, can of
circuit-board freeze spray in the other.  Lay the washer down on a
clean patch of concrete and have at it.
