I think you are describing pavers that they use around here (Florida) when 
paving around trees and such.  They will do this so water can get to the roots 
and not run off.

They are interlocking but have holes in them that are filled with dirt and 
often end up having grass growing in them.  If it gets thick enough you can 
hardly tell the pavers are there.
