UH, because in my life in Texas it was just generally accepted that the
illegals were never really ticketed or charged with much (except really
egregious crimes) because 1) they wouldn't pay anyway and 2) they would
move on to somewhere else, or 3) get fake papers in some other name and
keep doing whatever.. If they did by some milagro get deported, they
would be back in a few weeks again anyway. Just the reality of the
situation.
