They still might be ticketing more aggressively. The purpose of a traffic fines is not supposed to be revenue generation, but the reality is they are. Most people pay their fines without going to court, so the cost to issue a ticket is 10 minutes of the officer's time plus some bookkeeping... not likely to amount to hundreds of dollars.
