Seems that sometimes they are sometimes they aren't. It may depend on the company making the bearing. I bought some for an old XJ6 a few years back, Timkin I think, and they were separate. Also remember buying some for the Jeep one time which were separate though this last time just a week ago they were in a set. It may be because some people will use the bearing races that come in the new brake disks, for machining during production, rather then take them out and put in the ones that come with the new bearings. I think with new manufacturing methods and tolerances the matching is no longer any problem.

I thought the outer races were matched to the bearings and thus came as a
set. Is this not always the case?
