Of concern, then is some of the motivation for FBW aircraft (quoting Wikipedia): "Since these systems can also protect the aircraft from overstress situations, the designers can therefore reduce over-engineered components, further reducing weight." So here you have a philosophy that because the plane "cannot" exceed its design parameters, we don't have to engineer for the worst case that it actually does.
