Not always, e.g. a dealer may already have a surplus of that model on
the used lot and not want to hold any more in inventory.  But in general
I think you are right.  I once asked a local used car dealer what they
actually did to their vehicles once they arrived from auction, i.e. did
they change fluids, do any kind of inspection, etc. and to my surprise
he was honest and said they don't do anything except wash them and put
them on the lot.
