If you don't have smog tests for diesels in your state, you can simply

Probably a dumb question but how would I do that? Just poke a chunk
of rebar or similar through it to break up the internals?
My guess is yes, I have not done this myself.

I don't want to make the car any louder if I can help it. I wonder
what would happen if the front cat were replaced by an aftermarket
muffler small enough to fit?
Gutting it will not make it any louder. Really removing the resonator and cat really only change the note at speed and definitely for the better (think more 350z and less cummins/fart can).

Did you verify the problem is not the turbo? Recently the wastegate arm
popped off my turbo and was wide open allowing no boost. It also allowed for
a lot of air flow at idle/off idle. Might be a good alternative to the EGR
test you did :D
The turbo spins OK when I take the intake plumbing off the front and
reach inside. How would I check the wastegate arm?

Oh I was just saying that remove the WG arm will allow air to bypass the turbo freely. Probably left alone.

I have to say I think its quite wierd that this was practically an over night chane for you. Sure nobody shoved a banana up the tailpipe?
