Florida is not as forgiving, and CA was adamant that they would provide nothing in the way of a title or registration without the back fees being settled.
I wasn't keen about "washing" the title, but it made the most sense and was also quick and easy. I had plenty of documentation to show the chain of ownership without exception, which helped as well.
