That is a slim to none chance. They fail the other way. The engine
won't shut off. See below:

It would be easy to spot a shut off valve jammed down. open the hood
and look at the position of the shutoff lever with the key on. For
more drama, open the hood and look and watch it pop up when your
helper turns on the key.
I almost never say something is impossible, especially with cars, but
the shut off sticking down as a cause is as near impossible as
anything can be. The engine would not start the first time if the
shutoff was held down.
Go out and do the other tests. and tell us the results of each.
