No, it means your hand pump leaks.

The fuel system on your car is a closed loop. Any fuel that isn't used gets 
returned to the tank, it NEVER leaks out.

Yep.  When I unscrewed fully and started pumping, fuel overflowed
immediately, around the hand pump.  Doesn't that mean that the fuel
delivery system is properly functioning?
