Now I'm confused.  I thought you said,
  "When I unscrewed fully and started pumping, fuel overflowed
   immediately, around the hand pump."

I read that as meaning the fuel is not staying in the pipes
and hoses - that is, it's leaking.  But now you say you don't
see any leaks.
