How bad is the rust? Big rust would require lots of shop time to fix, and sourcing fresh fender might be less costly. PnP fender should be very inexpensive. Still lots of shop time to prep for paint and mounting. Probably same a for a new made fender. Maaco paint job with fix would be least expensive, but might look like crap.
Probably best to ask around for quotes to repair and paint. You are under no obligation to use any shop. See what they tell you about going either way. I would want my shop to remove the old fender to do any rust repair and repaint. Then I would end up with needing a whole paint over for the car.
