That depends entirely on where you live.
If you live in the northeast, chances are you'll never need additive,
they generally have good winter blend fuel at the pump, but when you get
in the south, most places get the same crud all year long, and that
stuff can start to gel at around 35 deg f.
Howes is the best anti gel. If you use power service, and have never
used it before or not for a long time, have a few spare fuel filters on
hand. It does a great job of cleaning all the crud off the walls of your
tank and stuffing it into the filter and leaving you on the side of the
road.
If you live in the south or mid south` and it's getting cold, best to
add some each tank for a precaution.

Power Service supplement is universally available (their Diesel Kleen
doesn't have much/any anti-gel effect). It's not necessary to use it
more than once or twice a year if you buy high quality diesel fuel.
