OK titles have to be notarized.

What he said. When I lived in West Virginia, we brought cars into the state from Mississippi and Missouri and registered them with no problem. (Even out-of-state inspection stickers are valid in WV.) When I bought my 300D in Ohio (and I lived less than a mile from the state line), I had to send the title back to the seller to be notarized. No one could tell me why only Ohio titles have to be notarized, but that's the way it is.

So I guess the moral of the story is assume nothing when buying a car in another state.
