I'm hoping someone else knows a good method, but it looks like you've got good 
access straight at top.  Perhaps there is a tool with a bit you can pound down 
into or over the head, and then turn it out.

Another thought; clean and then fill recess with JB Weld epoxy, insert hex key, 
let it set at least 24 hours and then turn it out.

Have a welder?  Weld a bolt onto the head, the heat will help quite a bit.
