Are there loose parts in the front end?  If there are no loose parts in the
steering then the toe is not likely the issue.  If there are loose
balljoints or rubber bushings at the top of the spindle assy then the
caster or camber could be off.  If all of the front end parts are tight
check for proper ride height.  Sagged springs make the suspension ride with
the top of the wheel tipped in so it will eat up the inside of the tire.
  The only thing I have run into that eats tires worse than a Ford twin I
beam is a Benz with sagged out springs.
