The recent Seattle gun buy back got 720 guns off the street and one stinger 
launcher.  Not counted were the number of guns that were sold to collectors 
before the cops ran out of gift cards.  Civilian buyers offered a bit more per 
gun and much faster access to the cash, not a card.   They also side stepped 
the mandatory cop data rapine and ID.  No paperwork for seller or buyer that 
way.
