Sounds like the stalk (aka multi-switch).  It can probably be fixed with an 
electronics cleaning spray like Deoxit.  You don't need to remove it, but the 
job is easier if you do.  The end of the stalk is a cap that can be pried off 
carefully (so you don't mar the plastic) and then it comes apart.  Be careful 
not to lose any parts.  Clean all the contacts inside, normal operation should 
be restored.
