Ohio used to have E-Check, an emissions testing program. Problem was, it was only in Cincinnati and Cleveland, and 'happened' to exempt all the worst polluters(anything diesel, anything older than 20). It was so hated that Ohio voters voted in politicians whose platform was to eliminate the program.
