Theres a video on Youtube covering the TB replacement on a '98, it looks like 
about a 2 hour job but needs a few special tools. The water pump is probably 
another hour or so.
I found the TB with tensioner etc for about $150, figure another $100 for water 
pump while you're there, not a bad day for a home mechanic.

Have a 01 New Beetle 1.9L TDI. Can't hear the turbo. TB replacement ran ~ $
800.  It included water pump,thermostat. serpentine belt and tensioner
idlers.
