I was thinking more along the lines of an ability to program the box to tell the govt that all was well - the seat belts were fastened with care and the speed limits were being obeyed. Sort of like the aftermarket O2 sensors that tell the car computer all is within specs, often used on hot rod cars after the cat has been removed etc.
