I've received these types of letters a number of times. What I do is
forward them first of all to the Federal Trade Commission - [EMAIL PROTECTED]
Then I also forward to the authentic email address of the alleged sender.
In the case of ebay that address is - [EMAIL PROTECTED] I have allegedly
gotten them from paypal as well and that address is - [EMAIL PROTECTED] I
only assume that somebody pays attention to this and ebay and paypal will
send you form letters--albeit always the same ones--telling you they are
investigating the matter. The reason I forward them is so that the
complete header goes along with it--at least I think it does anyway. It
is very important, however, to never click on any of the letters' links,
no matter what.

Robert, it is always best to show the headers yourself and copy/paste them into 
the email.  Then you know for sure that they can track it.
