Remember, internal combustion engines typically have maximum torque and maximum horsepower at different speeds. IIRC, the maximum torque RPM is lower than the maximum horsepower RPM. Steam and electric motors have maximum torque and maximum horsepower at different speeds as well, with one of the speeds being zero RPM.
