Two ways to check -- first, the fan must drag quite a bit cold and stationary -- if you try to spin it by hand it will be stiff. Once up to temperature, it just speed up and roar and be impossible to stop with a folded newspaper (keep your hands out!).

The other quick test is to watch while someone shuts the engine off at a temperature where the fan should be drawing. If it turns more than a single revolution after the engine stops, it's bad.
