Having lived in San Francisco I suspect you were on the near west side of the downtown area, close to what's known as the "Tenderloin", an area that has always been full of such folks.
Sadly, the locals seem to go so far as to protect these people and do little to get them off the street, other than to have the city provide services for them. I just talked to a friend who still lives there, and he said that gentrification of the Haight and Tenderloin districts is pushing a lot of the street people out of those areas and back into the downtown area, which is possibly what you experienced. It's all the "Googlers" and other young upwardly mobile people from the Silicon Valley area who are causing this - they're moving in and buying up properties that have been dumpy and rent controlled for years, pushing a lot of the marginalized folks on to the streets and/or out of the area. He said there are so many of these new people in the area that the companies (like Google) have those big touring coaches come into the area to pick up and drop off the employees on a daily basis.
