There are two sets of plastic bushings.  One set at each end of the round
rod that connects the shifter to the transmission and another set on the
shifter shaft where it pivots fore and aft.  With new/good bushings it will
be tight and smooth as butter.  On the other hand it could be an internal
problem (parking pawl) in the transmission.
