1.) Because they're not making them for models produced before 1990

2.) Other than the fuel tank and battery, both of which are in common 
locations, your W123 has no explosive devices like air bags or squibs for 
locking the seat belts

The idea behind these is to let rescue/extraction folks know where the nasty 
stuff is in the car so they don't set it off with their Hurst tools.  MBUSA has 
a good video about this on their website. I have to admit it never occurred to 
me that there's all sorts of nasty stuff buried in newer model cars. In the 
video a fire rescue guy talks about what it would be like if they were trying 
to remove you from a wrecked vehicle and they set off a side airbag in the 
process. Ouch.
