Before Rick throws more parts at it, you may want to make an agreement with him that you will not pay for replacing the vacuum pump if the problem remains after he installs the new pump. In other words, he needs to do some real trouble shooting and diagnose correctly the failed part, rather than "fixing by replacing parts". You could have done that yourself, and at a far lower price!
