Frontier came into WV and invested a lot of money, time, equipment, personnel, etc. into helping education when no other companies would. Since WV is really mountainous, etc. Frontier helped the schools with distance learning labs at both the county school and state college/university levels. WV now has probably one of the better networked and distance learning setups in the country. And a lot of this was provided free by Frontier. Now, I'm not saying they may not now be asking for the control/return on earlier investment. But sometimes you need to look at the total picture. Just some extra info from one of those hillbillies.
