I believe SLA = sealed lead acid. If you don't see a resting voltage around 12.6-12.8 from a fully charged battery, it's not fully charged or it's not healthy. It's possible that they have a 2-3 year life like lawn mower batteries often do. They don't last as long as I'd like in my uninterruptible power supplies.
