I use one heavily.  Too many systems and logins and other
such data for my brain to keep up.

Sorry, can't help with Win10, unless there is a port of the
linux program Gringotts.  

There are a couple approaches to the concept.  I do NOT use
the automagic style that integrates with a browser and stores
and sends passwords.  Gringotts is really just a super secure
place to make notes.  That means there are not fields to fill
in - and it means I can put in there any data I want.  Names,
passwords, account numbers, VIN, etc.
