I've never had to call in a Win7 serial, I've installed and reinstalled my home 
machine several times through hardware changes and never had an issue.

The last time I called in (Server 2012), the appeal was entirely
automated.  I typed in the hash, affirmed by keypress that I was only using
the license on one machine, and they gave me the activation code.  I was
impressed - the licensing used to be a lot more anti-consumer.
