I used a CDMA smartphone for a camera today, the timestamps on the pics were about 20 hours slow.
It was in airplane mode so it couldn't update, but it was synchronized this past weekend and has never been turned off since.
I would not depend on a cell phone to display to the second accuracy at any given time.
Just go to time.gov, it'll measure the ping time and tell you how many tenths of a second it can guarantee the results to.
