He might have gotten hosed on a rebuilt trans for a B2 piston or something. 
If he's got dealer records from day 1, he should be able to prove the odometer. 
Then it's up to the market to decide what a clean well maintained low mileage
car is worth, but for 123 sedans I've been seeing 90kmi cars for a lot less than
$16k. Wagons and coupes are of course a different story. 

There was a coupe recently that we had a 'guess the auction price' contest on
last week. I was the lowest guess at $9xxx and it sold for $7200.
