I pulled out the cluster as far as I could without taking off the speedo
cable or oil pressure sender. I ran out of time today before
darkness. I could not find a ground lug. I reached up from under, and
did not feel anything like a ground lug. Does anyone have a photo of
the ground or give me clues about if you have to take out the defrost
tube or something else to get to it? Is it on the right or left of the
steering wheel? Is it likely to have the sound deadening insulation
falling down over it? Is it a 10 mm nut?
I punched some more on the 4 way flasher switch today. no positive
effect there. 4 ways still work, turn signals don't.
I think yesterday I forgot to list the heater blower on the list of non
functional items. Anyhow, it quit when the gauges quit.
I have not had time to look at the linked Electrical manuals.

On 123s I like to remove the under-dash panel and push out the instrument
cluster from the backside (i.e., from under the dash). In addition to
electrical connectors you may have an actual oil hose for the oil pressure
gauge (not sure about an 81 model).
