Anything other spending should probably require a national referendum vote to approve the funding, which expires annually and requires another national referendum vote to re-approve it. THEN the taxpayers will be able to decide if they want to spend their money on it or not. Good ideas and worthy causes will get funded. Stupid pet projects (pork) will quickly die.
