Well...yeah! A modern firearm in decent condition doesn't fire without a trigger pull. If the weapon was one he was authorized to carry (whether personally owned or government issued) it would have been checked by someone competent as a part of the authorization. This injury was caused by multiple judgment errors by this fool.
