PNW has hydro as base load, with solar and wind as back up.  BPA gets pissy 
about allowing renewable electrons onto their grid as it interferes with their 
spin cycles.  Used to have a viable coal plant, but it made too much smoke and 
burned Wyoming coal by the train load.  A couple of NG plants can spool up 
swiftly.
