Replacement with retirement of present equipment is most likely a government budget that needs to "spend funds before the current cycle runs out" or lose the allocation.
The Bushmasters will be taken in as "police turn ins" and sold off. Main advantage for new rifles will be they are new, and the budget money got spent... thus justified..
