That's what I was thinking, we have self-driving vehicles now, GPS
locators, smart engine controls, sensors among all the vehicles,
communicators, all that stuff. One might think that whoever programs
the units could add such a feature into it, or at least a 5min "passing"
speed that can be activated once in awhile, or when the nannies detect
slower traffic that is being passed.

These days the nannies can include GPS enabled cruise control. It knows to get
a running start at a hill, and to slow down at the top of a hill to reduce
braking on the downside. I'm not sure how that interfaces with the speed
limiter if the fleet operator opts for limits.
