That's what I was thinking, we have self-driving vehicles now, GPS locators, smart engine controls, sensors among all the vehicles, communicators, all that stuff.  One might think that whoever programs the units could add such a feature into it, or at least a 5min "passing" speed that can be activated once in awhile, or when the nannies detect slower traffic that is being passed.

a running start at a hill, and to slow down at the top of a hill to reduce 
braking on the downside. I'm not sure how that interfaces with the speed 
limiter if the fleet operator opts for limits.
