Philip has it, the light is controlled by a timing circuit, the power to the 
plugs is controlled by a different timing circuit. 

I don't know if the self-diagnostic circuit has a signal for plugs that are 
stuck on. 

I'll bet you could replace the capacitors inside and fix it.
