If the alternator light doesn't glow strongly when the key is on and the engine is off, then it will not charge.
The third electrical tool you need for automotive work, behind a good multimeter (I use Fluke) and a test lamp, is a clamp-on DC ammeter. (These are not particularly cheap.)
