Where does it say that?
I always believed that to be a fatal flaw in our laws, not the constitution.

The effects can be silly: A Hong Kong actor takes his wife with him while 
performing in a play in Chinatown. Their child is born in a San Francisco 
hospital. Future Hong Kong actor Bruce Lee is a US citizen under US law. 

Or the effects can be intolerable:
Somebody enters the country illegally, and is caught and deported the next day. 
Her child, born during her illegal presence is considered a citizen under US 
law. Name one other country which does that.
